Whether your van conversion is legally a motorhome depends on which state’s counter you walk up to. California says a converted van is a van camper and not a motorhome. Washington says the same vehicle can be a motorhome if it has a kitchen or a toilet inside a solid shell.
California draws a hard line
Section 6.055 of the DMV’s Vehicle Industry Registration Procedures Manual, read September 1, 2026, sets a high bar for a motorhome. It must contain “permanently-installed independent life support systems which meet the criteria of the American National Standard Institute (ANSI)” and provide at least four of six named facilities: cooking, refrigeration or ice box, self-contained toilet, heating and/or air conditioning, a portable water supply system including a faucet and sink, and a separate 110 to 125 volt electrical power supply and/or LP gas supply.
Then it says the quiet part out loud: “Van campers do not contain the permanently-installed independent life support systems identified by the ANSI for motorhomes.”
A van camper, the manual says, is a complete vehicle bought from a recognized manufacturer and converted for human habitation. It stays registered on the original manufacturer’s make, VIN and year model, and the instruction to the clerk is to key body type model “VC” and not change anything else. You file a Miscellaneous Certifications form, REG 256A.
There is one narrow door. The manual notes that “completed van-type vehicles altered prior to original registration to meet the ANSI specifications of a motorhome” are handled differently. Prior to original registration. That is a factory or upfitter path, not one open to a van you have been driving for three years.
Washington asks for much less
The Department of Licensing’s motorhome page, read September 1, 2026, defines a motorhome as “a vehicle designed, reconstructed, or permanently altered to provide facilities for human habitation,” and spells that out: “there must be a lodging with cooking or sewage disposal enclosed within a solid body shell.”
Cooking or sewage disposal. One of two, not four of six. The page states directly that a van, truck or truck tractor “may be licensed with the Motor Home Use Type if the vehicle meets the legal description of a motorhome and is used exclusively for recreation.”
There are conditions. A camper built separately and bolted on does not qualify. Washington State Patrol inspection is required if the motorhome is homemade, or assembled from a conversion kit by anyone other than a licensed motorhome manufacturer. The page also says to post a “Not for Hire” sign and that you still have to stop at weigh stations.
The unhelpful part
We checked two states, and they disagree so completely that any pattern drawn from them would be invented rather than found. So we are not extrapolating to the other 48. For your own state, the page you want is the DMV or DOL titling page for motorhomes and assembled vehicles, and the person you want is at the counter, not on a forum.
Check it before you build rather than after. California’s four-of-six list is effectively a build spec, and the things on it, a fixed toilet, a plumbed sink, an LP or shore power system, are far cheaper to install while the walls are open.
Registration class is a different question from what you may drive on a car license, which for California is answered by the Class C weight and length limits.
