“Unlimited” on a cell plan means unlimited data at some speed, not unlimited data at full speed. Every major carrier publishes a document saying so, and those documents are the most useful thing you can read before buying a plan for the road. Below are the thresholds the carriers state themselves, checked July 18, 2026, plus the reason your hotspot is slower than your phone on the same account.
A note on prices first: we have not verified current consumer plan prices for this page, so we are not printing any. Plan names and prices change every few months, and a price copied from a blog is how you arrive at the store with the wrong number. The behavior below changes far more slowly, which is why it is worth learning.
Deprioritization, in the carriers’ own words
When a cell site is busy, carriers decide whose traffic goes first. If you are on an unlimited plan, there is a good chance you are near the back of that line.
AT&T calls it Congestion-based Network Management. Its network practices page says affected customers “may experience reduced data speeds and increased latency as compared to other customers using the same cell site.” Some plans are subject to it only after a data threshold in a billing period, and the page gives examples: 75GB for AT&T Unlimited Extra EL, 50GB for AT&T Business Unlimited Advanced, and 250GB for AT&T Internet Air for Business Premium. Other plans are subject to it all the time with no threshold, and the page names AT&T Unlimited Starter SL, AT&T Business Unlimited Standard, and AT&T Internet Air among them. AT&T also says it notifies customers when they hit 75% of their threshold.
T-Mobile uses the term Heavy Data User, which its policy defines as a customer using more than a set amount of data in a billing cycle, “generally 50GB or 100GB” depending on the rate plan. Those customers “will have their data usage prioritized below the data usage (including tethering) of other customers at times and at locations where there are competing customer demands for network resources.”
Verizon states it more briefly on its network management page: “On certain plans, we may prioritize your 5G and 4G LTE data behind other traffic,” and when demand is high at your cell site, your speeds may be slower than that other traffic’s.
Three things stand out. The thresholds are lower than people expect, in the 50GB to 100GB range on plans sold as unlimited. Deprioritization is conditional, so it only bites when the tower is busy, which is why the same plan feels flawless at a remote trailhead and terrible at a lakeside campground on a Saturday. And on some plans it applies from the first byte.
Those example plan names are the carriers’ examples, not a complete list. Find your own plan’s terms before you assume a number applies to you.
Hotspot data is deliberately slower than phone data
This is the part that catches people who plan to work off a laptop. Your phone and your laptop are not treated equally even on the same line.
T-Mobile’s policy states that it prioritizes on-device data over tethering data at times and locations where customers compete for network resources. Many plans also drop tethering to 600kbps, roughly 3G speed, once the plan’s high-speed hotspot allotment is used up. Your phone can look completely healthy while the laptop behind it cannot hold a video call.
So when you compare plans for RV use, the hotspot allotment matters more than the headline “unlimited,” because the hotspot allotment is the number that governs your actual working connection. Read that line in the plan terms specifically. If you mostly need the connection on the phone itself, this matters much less.
Related trap: AT&T’s Video Management renders streaming video in standard definition by default, at a maximum of 2Mbps on a 5G device and plan or 1.5Mbps otherwise, and it says two or more tethered devices streaming from the same source may be identified as one video and slowed collectively. Some plans let you turn that off from your account, some do not.
Coverage decides the plan, not the price
Pick the carrier that covers where you camp. Everything else is secondary, and the cheapest plan on a network with no signal at your sites costs you the whole thing.
That makes comparing coverage the real work, and it is harder than it looks because the maps are models rather than measurements. The FCC’s National Broadband Map states plainly that mobile providers generate their coverage areas “using propagation modeling,” that the modeled areas describe outdoor or in-vehicle use, that indoor service is not included, and that actual on-the-ground experience varies with device, cell site capacity, and terrain. It also notes that carrier maps may use different assumptions, including coverage provided through roaming agreements, and therefore may differ from the FCC’s. A workable process:
- Pull up the FCC map and each carrier’s own map for 5 or 6 places you actually plan to camp, not for the region.
- Look for where the carriers do not overlap. In boondocking country they often do not, and that is the useful signal.
- Prefer a prepaid or month-to-month line while you test, so a bad choice costs one month rather than two years.
- If you travel a wide range, two carriers on cheap plans usually beats one carrier on an expensive plan.
What hardware helps, and what does not
Hardware moves the needle only when there is a signal to work with.
An external antenna or a booster can turn 1 usable bar into a workable connection. Neither creates a signal in a true dead zone. Worth knowing before you buy: the FCC requires you to get your carrier’s approval to operate a consumer signal booster and to register the specific booster with them before you turn it on. The major carriers have already approved boosters carrying the FCC consumer label, so in practice that leaves registration, which is free. A dedicated router with an external antenna port is the other common upgrade, and it mainly buys you a better antenna position and a network your devices stay attached to. See mobile routers.

The short version
Assume unlimited means “full speed until the tower is busy, and possibly not even then.” Assume your hotspot is slower than your phone by design. Buy for coverage on your routes, keep the contract short while you find out whether the map told the truth, and if the job depends on it, carry a second path.
