Cape Hatteras in winter: two campgrounds, a 30-day cap, and a parked car with you in it counts as camping

Cape Hatteras National Seashore allows camping only in its designated campgrounds, and its 2026 compendium treats an occupied parked vehicle as camping unless you are actively engaged in overnight recreation. From November 30, 2026 the limit becomes 30 days total. Oregon Inlet and Ocracoke are the year-round campgrounds.

At Cape Hatteras National Seashore you camp in a designated campground or you do not camp, and a parked car with you asleep in it counts as camping. The park’s 2026 Superintendent’s Compendium, the document that sets local rules under 36 CFR 2.10, says camping “is permitted only in designated campgrounds” and that “a parked motor vehicle, motor home, trailer, or moored vessel in the park with one or more occupants must be actively engaged in an overnight recreational activity to be considered not camping.” Checked October 25, 2026.

A beach access lot does not become a free campsite in the off season. The compendium does not define “actively engaged in an overnight recreational activity” or give examples, so we are not going to guess at what qualifies. If you plan to be out on the sand all night, ask a ranger what counts before you rely on it.

The winter limit is 30 days total

The same section sets two seasons:

  • Easter Sunday to the Sunday after Thanksgiving: 14 days at each campground.
  • Monday after Thanksgiving to the Saturday before Easter: “camping in Seashore campgrounds is limited to 30 days total.”

For this winter that is November 30, 2026 through March 27, 2027. In summer you can move to another campground and start a new 14 days. In winter the 30 days cover the whole Seashore, so moving resets nothing. That is the same trap our piece on parkwide camping limits covers in other parks.

Two campgrounds, and you book online

The park’s campgrounds page lists Oregon Inlet and Ocracoke as open year round. Oregon Inlet is $28 a night, or $35 at one of its 47 hookup sites, and it is the only one with heated showers. Ocracoke is $28 and reached only by ferry or aircraft. Cape Point and Frisco are spring to fall, and NPS campground data closes both for winter from November 28, 2026 to April 2, 2027.

Rangers cannot take payment. Reservations happen on Recreation.gov, and same-day walk-ups still pay online or by calling 877-444-6777. A Senior or Access pass halves the site fee but not the hookup charge.

The catch: the storm, and a conflicting notice

The Seashore closed all four campgrounds on October 17 ahead of a storm. The park’s October 18 release said Hatteras Island was closed to non-resident visitors under a Dare County emergency order, and that Ocracoke ferries were suspended. An October 21 park alert says Cape Point and Frisco “remain closed,” with reopening after post-storm assessments.

On October 25, Recreation.gov was taking bookings at Oregon Inlet and Ocracoke for that night and showing Cape Point and Frisco closed. A booking page is not a reopening notice. We found no park release saying the island or ferry restrictions had lifted, so call the park at 252-473-2111 before you drive.

There is also a conflict. Recreation.gov’s notices for Frisco and Cape Point say camping is “limited to a total of 14 days” between Easter and Thanksgiving, while the compendium says 14 days at each campground. The compendium is the legal text. If a long summer stay depends on the difference, ask the campground office at 252-475-9054 before you book.

What to do

  1. Plan winter nights at Oregon Inlet or Ocracoke, and count your nights against 30 for the whole season.
  2. Do not plan to sleep in a beach lot. Whatever any site says, including this one, the posted sign and the ranger on duty win.
  3. For other options in the state, see our North Carolina free camping page and the North Carolina rest area rules.
